What is it?

What Is It?

Someone saw the Daily Gazette Article I was in on trolleys and asked me to look at a piece of equipment they had.  According to the owner, this was given to them by a relative and was told it was a switch for changing the points on a streetcar line.  There is some type on the object, but all I can read is N Y S (EQ?) C O Hoboken.  

Now the owner thought it may be from the New Jersey area, but that's just because it had 'Hoboken' on her.  Can anyone give us a clue here, I'd really appreciate it!
